In and around Kitamoto City, Saitama Prefecure, the Okegawa Branch of Bunkyodo on Route 17 has a better selection of books. But I feel the quality of the Okegawa Branch of Bunkyodo goes lower and lower. (Update: 2003.11.16)
When you want to take the foreign books, you can order them from Skysoft that is an on-line bookseller and get them at the branches of Bunkyodo. Bunkyodo has an intrnet book store JBOOK (Update 2002.11.03). Though almost all the chain stores of Bunkyodo seem to try to have a wide selection of good books, I was inconvenienced as a certain store that I had often used closed at about 9:45 p.m..
Near Bunkyodo, there is the Okegawa Branch of BOOK OFF, that is a secondhand bookseller chain in the news. It occupied a floor from where the electrical store Deodeo withdrew, and it now occupy the first and the second floors. The parking place is always full.
Bookmart Penguin is in Ageo City, but JR Okegawa station is nearer than Kita Ageo station. Penguin is a bookshop for regular customers who are "otaku" ( or nerds or maniacs ) on animation ( or Japanese animation, japanimation or anime), comics ( or manga), or pretty girls illustrations ( or bishojo). You should visit Bookmart Penguin web site at first, because you can not browse in the shop. Though web site is only Japanese language, at least you can watch the front cover illustrations of those books. I am not a regular customer, but my friends are.
